that is very difficult to answer without a real-live consultation. here are some thoughts:
1. they could be "allergic shiners" where the crease represents an allergic condition and you should seek an allergist or ENT to help you with that matter.
2. i doubt they represent aging in terms of the skin unless you had significant sun exposure, smoking, or just bad genes. if that is the case, then laser resurfacing may be helpful. if they are an allergic condition, it might not help but actually flare things up.
3. if you have creases due to hollowness which is the most common reason, then fat transfer can help restore that area to a youthful less tired look. also, temporary fillers can provide a less expensive option for you as needed.
the thing that i absolutely do not do is cut the skin and lift. it is something that can be quite dreadful in changing the shape and contour of the lower eyelid in an unfavorable and unnatural way. those are my biases.
