Moles under eyes

I have cluster of moles ( I think they are heridetary) under my eyes, is removing them a normal procedures. I have brown skin so I am assuming the laser can not be done. Will they return if removed?

if they are flat small moles, then laser could help and that could be a permanent solution. if they are raised, the success is much less with the laser both in terms of ability to remove them and longevity wise.
